Meaningful Use Stage 3 and the Consolidated Clinical Document Architecture

Newton, MA – Over the past two weeks, two milestones in the journey to interoperability and improved population health tools occurred. The first was the release of proposed regulations for Stage 3 of the Meaningful Use program. Meaningful Use is the federal program for the adoption of health information technology in the United States, allocating over $30 billion from the American Recovery and Reinvestment Act of 2009 toward this end. Stage 3 of the program includes specific steps to strengthen the adoption of the primary document standard for interoperability, known the Consolidated Clinical Document Architecture (C-CDA).

The rule directly cited research work from a landmark 2014 published in the Journal of the American Medical Informatics Association, on which Diameter Health’s CTO, John D’Amore, was a primary author. That study found that C-CDAs from multiple certified products often contained variations in their formatting of clinical summaries. Diameter Health has been a pioneer in the normalization of these documents so they could be appropriately integrated for population health and analytics. Specific steps to improve the interoperability of such documents include: stronger testing of products against reference standards, improved transparency in the testing results of certified products, requirements on vendors to provide tools and APIs for seamless access to clinical data exchange and increase access for payers to clinical documents. The rule is open to comments by the public for 90 days after its inclusion in the Federal Register.

The second major milestone was the free online distribution of the C-CDA standard provided by HL7.
