John D’Amore and Terry Boch will present “Using Healthy Data to Fight COVID: State of California Public Health” at the 2021 State Healthcare IT Connect Summit on May 18th from 3-4pm (et).

In the summer of 2020, the California Department of Public Health faced a crisis related to reporting on, and intervening in, the COVID-19 pandemic. Officials recognized that the existing technical infrastructure was not built for the anticipated volume of data, and when processing delays of over 300,000 COVID-19 were revealed, the governor issued an emergency procurement authorization to rebuild the reporting system. Public health officials recognized that the quality of the data is directly connected to the ability of the state to target interventions and education. As noted by one state official: “It is very hard to garner community trust and compliance if they don’t have faith in the numbers being reported.”

The presentation will share the key characteristics of the solution that was implemented and suggest considerations for other states. These include:

  • Optimize technical infrastructure to support evergreen needs of pandemic-wide reporting
  • Anticipate data quality challenges (due to lack of standardization in coding and content)
  • Prepare to reach out to labs to provide guidance on improving data
  • Proactively address key data gaps such as race, ethnicity
